Kind of like the society in The Giver, and this is a planetwide phenomena.)

On a planet called Veragut, climate is slightly warmer than Earth and the prison is located in a desert that encircles the planet's equator. Due to planetary rotation, seasons come in the form of "Green Season", "Dust Season", and "Wet Season". Due to an atmospheric phenomena the planet Veragut only has 3 seasons lasting 2 months each with a year comprising of 12 months, most writing suggests that Veragutians (Ver-a-goo-shins) mark these seasons as Wet Prime, Green Prime, Dust Prime, Wet Omega, Green Omega, and Dust Omega. Green Season holds the most temperate of weather with a temperature of 74 degrees fahrenheit on average, Dust ranges between 90 and 140, with wet settling in near 82 on average.
Each Dust season sees an expansion of the Grand Perdition Desert by 30 miles north and south of the equator, however this expansion quickly recedes over the course of the Wet Season.
There is little groundwater on Veragut and most springs are located underneath the thick crust, safe from the heat and rays of the system's sun. Massive pump systems regulate the flow of water from these underground springs. There is only one large source for groundwater known to locals as the Immaculate Sea, this body of water rivals the size of the Pacific Ocean and provides an outlet for the underground springs. The Immaculate Sea is called so due to the crystal clear water that resides in it, the first settlers and later citizens deemed the sea too beautiful to mar and have taken great measures to protect it. This task is easy as the sea is incapable of sustaining any life and most water released into the air contains a high concentration of phosphorous and nitrogen ions. This water is purified by the soil allowing drinking water to be pulled from the ground.
The largest city and the planet's capital is known as Mass and is located on the shores of the Immaculate Sea, it is a city known for strict littering laws as well as clean energy and transportation. Most citizens live in the Grekoi (Grek-oy) Plains north of the Grand Perdition Desert, well above the latitude of the desert's expansion zone.

Firstly going to comment based on the OP, then I'll read what everyone has written.
I quite like this idea. In ROTCS I (Nation game for those unaware) I played a race that worked alongside players from the sidelines. That is to say although my presence as a player was there I never directly interacted with players, the interaction was always story driven. The same is to for Harrab who also stood on the sidelines during the game.
When we moved to ROTCS II, both me and Harrab played active parts in the game, fighting against players, building our own forces and so on. I found that the only way I could play was to write down my player actions first and then read through everyone elses to try and be as unbiased as possible.
However, although lots of care was taken, it was extremely difficult not to be 100% biased. Try to choose realistic orders that reflect a lack of knowledge of a secret weapon a player is about to launch at you is very difficult when you know from previous orders what the other player is working towards.
Additionally I found that players wouldn't go against me or Harrab knowing we were the GM's. I imagine they'd be hard pressed to go against us even if logic dictated they should. Like if my nation attacked another, would they retaliate? I'd imagine not due to fear of GM wraith, even so I'd personally not do that, the fear of it is still there due to GM Stigma.
That's why I like the idea in the OP. The GM should either be storyline driven like in ROTCS I rather than player driven where it's difficult to remain unbiased or make everything they do public. Although making your own actions public to players beforehand would work for normal RP's they won't work in Nation games where a lot of secrecy is needed.
