It doesn't matter matter if their C&C center has been taken out, they'll flatten every building in this district and murder every citizen just to get to us. The Arbites don't fuck around. We need to start small and get more members, guns, everything really, before we can think of taking them on." Elina said.

Stubbs eyed the woman narrowly and could feel everyone else looking expectantly towards him. "Then we'd best not be here when they start kicking down doors," he said. "I have arranged a safe house for us to hide out in, it's outside of these three districts. The location is a secret, for the moment at least," he explained, looking over the others.
He returned his attention to Elina. "Soon enough it'll be martial law with PDF on the streets whether we like it or not. It's the same deal with this shipment - the Arbites will notice it's missing quickly enough and then they will start kicking down doors to find it regardless. At least if we hit them hard and fast while we have the advantage, we can thin their ranks a bit and buy ourselves some time as they form a response. It'll also send a message to the people - to rise up, take arms and make a difference. Isolated cells are one thing, but a mass uprising will overwhelm the Arbites. You'll see it was all worth it when we march on the Governor's palace," Stubbs stated flatly. "It all starts here, in this room. We can't pull this off if we start doubting ourselves now. The fact we've all had this conversation alone is enough to warrant execution. Let's be perfectly clear: in the eyes of the law this is treason. The rulers of Lucretia care not for justice, only for maintaining their personal little paradise at our expense."

Considering where he was, Peter found it appropriate to hold his Aqulia close. The symbol of his face reflected the dull light like his eyes as he looked over the group. He'd already made the decision that Stubbs was a driven man, and everyone else was very interesting.
The present discussion was important and he decided to join the back and forth "And on who's authority do we sacrifice the people of these three districts? We fight to stop their oppression under these dogs; not to end their which they hold so dear. Their Emperor given lives are worth more than striking at the greatest of enemy strength, and then running like whipped dogs. I agree with.." Peter paused, looking at the pale woman "Elina, was it? Striking at the Arbites is a foolish move that would see us all smashed with shock mauls or blown apart by bolters. The PDF are softer targets, and the government armouries hold much simpler weapons for any recruits we may garner"

Looking at Peter as he spoke up, Stubbs sighed. "We won't prove anything by making timid strikes. I won't pass up this opportunity - stopping that munitions convoy is a big score and putting it to good use before the enemy knows that they're fighting us is our best chance. As for the people of these three districts - they'll rise up and support us, given time, especially when the authorities begin kicking in their homes and ransacking their belongings. People are going to get hurt and people are going to die. We're not going to liberate a city with eleven billion people in it without making sacrifices."
He stood, putting his hands behind his back and turning to face the wall starkly. "We all do what we have to do to survive; to keep what it is ours and fight for what we believe in."

Standing, and slamming his fist down on the table, Peter let the boiling frustration his heart out. "Timid strikes? No! But you wish to hit an artery that will draw them like avenging cells to us; the virus. We must kill them slowly, a death of a thousand cuts rather than one strike to the heart. The few here won't even scratch them, and the arbites are skilled, experienced and well equipped warriors. I may have been trained Cadian but even I am not confident that we can take them. There is a great chance that when we strike we'll be outnumbered, outgunned and outclassed. The PDF are nothing compared to them, and that is why we should strike there first, growing our power and then taking the blade to the Arbites." The young man hadn't realised as he said it, but his voice had darkened, and his eyes narrowed. "As for these people? The arbites will line them up out on the streets and slaughter them like dogs. They'll be named conspirators, and accused of hiding us. I won't go along with this if it'll see my people dead. Not when we have other options that will gain us more power and give many more of our brothers a chance to fight back!"

"We don't need to prove anything right now. The arbites don't have wind of our activities yet. We should use this time to build connections, set up contact with arms dealers, recruit people to our cause, stuff like that. Not piss off the Arbites right off the bat." Elina said. She was beginning to grow annoyed with Stubbs. The stubborn asshole seemed to have a deathwish and was intent on taking all of them with him.

Stubbs turned, fixing his glare on the young man. He bade him sit as he did so himself. A moment of hesitance passed, but the man did not sit. "You all underestimate the PDF," he commented. "I should know, I've served in them myself."
"I agree that attacking the Arbites is risky, there is no mistaking that. Were the circumstances different I wouldn't even consider it. Yet we have been granted an opportunity to seize the initiative, take the fight to our strongest adversary. Yes, they will be looking for us... but they will have no idea as to our identities. In any case, they'd be looking for us inevitably, regardless of what it is we do. At least this way we can weaken them. The Arbites are efficient and ruthless, but not stupid. They won't simply start killing civilians, not for the most part," he said, sighing.
"If we leave it any longer, as I've said, martial law will be instated anyway and we will lose our advantage. A pre-emptive strike is our best course of action at this stage."

The idiot. The grox-gak brained idiot. Peter glowered at Stubbs, his eyes overshadowed by the lip of his helmet. Rather than sit as the man asked, he took stance, his feet spread, his hands behind his back and his face set in an expression of defiance. "I'm afraid that I can't condone this action. Moving against the arbites is a stupid decision. I doubt we're even well armed enough. We need to build first, as Elina says. Taking the fight to them right now would be a mistake. If you help me-" He paused, and gestured to Elina "Us, we can build our powerbase first, and then strike at their jugular. We can end their tyranny, in the name of the God-Emperor and the freedoms he has given us"

"You speak of getting weapons - when we hit the munitions convoy we will have all the weapons we need. That's what makes this plan so viable. Of course, when news spreads of what we've done; we will garner allies as they reveal themselves, once they know what we're capable of, what we're willing to do," Stubbs replied, noting that the man decided to stand after all.

"Yes, but drawing the ire of the arbites is not the best of ideas. If we take the PDF, we'll have a much less powerful organisation after us, and we'll be much better equipped for fighting our more powerful foes." He walked over to the wall and leaned against it, lowering his head so that the aquilia on the fore of his helm was visible, as well as his mouth "Besides, there are easier ways to get weapons than this...and more numbers would be better for a strike of this magnitude"
