Rifts is a mostly lawless RP with anything imaginable crammed into one measly galaxy to romp around in with the faction of your choice. Rifts take teams from their original locations and dump them somewhere into our Location (EX if we use 40k anywhere in the 40k galaxy will do) weaponry scaling will be mostly assumed as similar (a blaster rifle (SW) would be more or less similar to a 40k equivalent, imperial star destroyers can square off with retribution battleships and be assumed as more or less similar in capabilities (abet different armors and tactics)) I believe in less strict rules with a strong emphasis on fun and getting a story built around what happens.
the short version
A large FFA with nearly no rules set in a location to be determined, the only rules are stay in the designated galaxy and have fun. Here are templates for heroes and factions
Hero Template/Example
Name: Michael Bradborne
Sex/species: Male/ Human
Height (you can approximate): 6 feet, 1 inch
Weight (you can approximate): 180 pounds

was an expert at resolving delicate situations in the acadamy. He conquered worlds in record time

Alignment: Lawful evil- Again being the commander of a conquering force wanting
to take claim to new planets and places he can be seen as evil dispite intentions

(a simple small, medium, large will do for ground forces however space forces (if any) MUST be given an exact amount to start with)

Abilities: many easily trained and armed solders, easy to set up manufacturing, the motor pool is to die for
Weaknesses: very poor at negotiating, good solders are few and far between (do I even need to bring up the imperial marksmanship academy?), Mechanized units tend to have pretty glaring weaknesses if you can figure them out.
History: Imperial army 2180 is the 2180th imperial army, they hail from many worlds, were trained at Cardia (think Star wars Cadia for the galactic empire) Equipped by several high key arms manufacturers and sent off to hunt down rebel strongholds then suddenly they (and the small contingent of KDY(major shipyard)personell with them) vanished without a trace
Alignment: Lawful evil- Mostly consisting of humans means that the imperial army is
relitavely peaceful however they are a conquering power making them seen
as the "bad guys" in more than a few eyes
