Warrender - that's entirely possible. You could be a local physician, appalled at the continually worsening conditions people live in, or perhaps a scholar or adept of some kind. Maybe even a member of the servant gangs of a lesser noble house. Lord Harrab - That's possible. Nobles often employ assassins to do their dirty work when politics fail, although you'd need a reason to go after your main employers. Maybe an ex-intelligence officer/infiltrator retired from the Arbites (do they even retire?) or possibly just a freelance investigator who has thrown their lot in with the resistance.

quite frankly, when you get in these cloak and dagger games, literally anyone could be a spy/informant. Warrrender could be some low ranking official from the local administratum...that would be useful and could get us lots of information...those guys tend to write down everything.
As for harrab's idea, noble houses indeed do employ spies and assassins. He might could spin it so he's serving a smaller house that has something to gain by the current regime being ousted.

That's what Kaiser's character is going to be, and he's going to keep up via skype when he's away at boarding school and unable to directly access the site. Also two other kinds of characters could be taken... Mutants for one. The mutations would likely need to be relatively minor in terms of physical manifestation, or at least concealable. But they'd have more reason than most to hate the rulers of this world and the general stigma they receive, often forced to live as outcasts in the underhive. Secondly, a psyker. Low-level, unsanctioned and dangerous. But aware and in control of their abilities enough to get by without being a straight up walking time bomb. Any power would likely be very localised and small and require a great deal of effort to use without it incurring a great deal of danger. This could be anything from a sort of sixth sense, knowing when imminent danger is approaching or stepping out of harms way 'by pure luck.' More overt powers would include mind reading or maybe making someone feel extremely uncomfortable for example. Obviously this kind of character is a big deal and I would prefer only experienced roleplayers familiar with the setting take it on. Of course, we'll need to discuss it via PM first if you want to take a character with psyker abilities. Addendum: if the power is particularly low level, they might actually not even be aware of it and may just simply lead a charmed or lucky life for all they know.
