Inquisitor Vinters, or, as many of the smallfolk know him as, simply "The Inquisitor" is something of an enigmatic figure. His reputation precedes him by an enormous margin, with tales being told equally of his unswerving dedication to his cause, his insideous methods of interrogation and shadowy background. When meeting Vinters, many expect a figure akin to the myth of the dreaded Eclipse Inquisitor, and, in some cases, that is who they find.
Vinters, however, does not go out of his way to appear the dark overlord. Rather, he enjoys philosophical discussion, good food and pleasant company, often described as very charming and friendly, always quick with a lending hand or a bit of advice.
Whether it's a ploy or genuine friendliness, few know.
That is not to say that he is not capable of acts one might expect of an inquisitor. Those who practice black magic or magi who violate their restraints can expect a very unpleasant sentence indeed, be it summary execution or a trip down to his "Night Cells" below the city, and a short session with a sharp point.
Other members of the inner circle of the royal court know Vinters to be a connoisseur of many fine things, be it wine, women, art or conversation. He spends much of his time in the archives, poring over some tome or another, and his own richly decorated chambers are home to ancient books, both legal and confiscated, tapestries and paintings of half a hundred different cultures and peoples and other such amenities.
Being the goddess of the night, Eclipse is often seen as sinister by some, or debauched by others. Vinters however dismisses these people and finds them insufferable simpletons.
As for Vinters' past, little is known. He has claimed to by anything and everything from a pirate to a nobleman. He does have family, however. He is duke of the small province of Sangerhausen in the north. Despite his good prospects, he is unmarried, and has no siblings or relatives bar some cousins he would rather swallow a live lizard than see inherit Sangerhausen. It is just as well. Many inquisitors are nobility, and would blanch at following the orders of a simple peasant. His accent is also distinctly northern (think Ragnar, from Vikings)

During the nighttime hours can cast the following spells, they cannot be countered or dispelled:
Fear the Night: the Inquisitor Causes Fear
Moonlight Image: Can form a doppleganger of themselves or an NPC they have spent at least two hours with within a patch of direct moonlight
Lights out: snuffs out all artificial light within a room, such as torches or fires.
Night's Embrace: Can bind and trap a single target with tendrils of shadows
