So far I believe that's an even number of players interested in this thing, which is good. I don't want to have to stick someone with an npc character as a partner because then they'd just end up talking to themselves and that's just plain weird, right?

Before this goes anywhere else, some questions are going to have to be answered about the different races (obviously).
I like the idea of creating a set of character origin and race bonuses; its proven to give some decent ideas to people who have played Rogue Trader (me included) but at this moment I'm more concerned about the lore for the races, In regards to werewolf and vampire mortality are we using blood moon rules, i.e. Are they both immortal races/ can wolves only be killed by silver/ or vampires only killed by a stake through the heart? That sort of thing.

Well traditional vampire and werewolf stuff; silver is bad for werewolves and the sun is bad for vampires. As for stakes, I'm not too sure about them being applicable in this setting. I'm thinking immortality, though artificial means of nutrients could remove immortality and just give exaggerated lifespans. Then again that's making it a bit too fancy perhaps.
So yes I will have players set up in teams of two as best I can, as best as I can by choice but I would also like to pair up active with active and not so active with not so active. While one active can keep the other nonactive member up in the action I don't believe it's fair to make a player do that, two inactives together can easily be pushed to the side for a little bit until one or both get back into the game.
Now for lore, lordy lore, lore.
Going with traditional vampires; stakes hurt, suck blood, burn to death in the sun, but minus the garlic and mirror thing. Vampires in this setting most likely have something similar to what the Quarians have in Mass Effect 1-3. Richer ones can afford something called synth-skin that acts like a second layer of skin, it's basically a skin graft of non-degradable materials that block out all sun light. Again, this is very rare and very expensive.
Werewolves are the same; weakness to silver, full moon makes them a bit angrier, but don't have to eat human flesh it's just preferred. It is illegal to turn into a wolf(let's go with wolfman and not an actual wolf) and is similar to open-carry laws these days. You can, but if you use it threaten someone that's an issue. (For an example of what I mean, look up "brandishing" which is a misdemeanor in some cases).
Humans are similar to modern day humans; Exo-suits are not made for public use, most civilians will carry some sort of weapon with inlaid silver or carry a weapon that uses low-grade ammunition.
Sun Spots- The term used for rounds that carry projectiles loaded with materials that combine upon a bullets impact to create a miniature burst of UV light and radiation. Similar to a hollow point projectile, except carries miniature UV warhead on tip.
Silverware- The term used for rounds that have silver as part of their composition.
Quicksilver- Term used for rounds that carry both UV creating materials and composed partly of silver.
Grades- Military: 35% silver, 400 Lux Law Enforcement: 20% silver, 100 Lux Civilian: 10% silver, 50 Lux
The amount of light emitted and silver density causes variation in the amount of damage done; military grade is for killing, LE grade is for incapacitating, and Civilian is made for incapacitating but is much easier to treat.
Yes vampires and werewolves can be treated for injuries induced by silver and UV light; typically with transplants from human/werewolf cadavers.

Players can be a human, werewolf, vampire, or a human. Remember that when it comes to hybrids between werewolf and human parents, the child is a human that strongly resembles the werewolf parent and carries an immunity to lycanthropy and cannot become a werewolf.
As for some more lore, what good is mixing a bunch of supernatural things with humans if there aren't hate groups and civil groups?
People for the Ethical Treatment of Metahumans Everywhere(PETME): Non-extreme civil liberty group aimed at strengthening human-metahuman relations. Members come from all species and protest laws and movements that endanger the rights of metahumans in various countries. High proportion of "feeders"(humans with legal permits to allow vampires to feed from them within safety guidelines) among human members.
United front for Humanity(UH): Non-extremist group known for protesting inter-species marriages and any movements that increase interaction between humans and metahumans. Currently working on an agenda to isolate vampires and werewolves from human populations in the cities of London, New York, and Madrid.
Men for Mankind(MM): Extremist group known for the 2207 Silver Nitrate Bombings in Brussels and the 2215 serial bombings of multiple MRPD offices across Europe. Members tend to carry firearms loaded with civilian grade quicksilver rounds and also identify with white armbands and mixed amounts of military-esque outfits.
The Pack: Extremist group founded by members of the werewolf community to handle members of the MM. Recent encounters between the two in 2219 led to states of emergency in Leipzig, Germany and several nearby towns and cities.
This is just some fun stuff, as far as start date probably when I'm done with school myself.
